SVG baked assertions (all versions) fail to validate

I too occasionally experience this in the web validator with SVGs. Not all SVG baked assertions lead to this error, but some do, and unfortunately I have not yet determined the common characteristic. Tagging @mumitr0ll for awareness

if the SVG uses a verify attribute it fails validation otherwise succeeds if there's a CDATA section inside the assertion tag
