virtual contest时间设置的问题 #23

您好，我建了一个测试用的virtual test但是没有像预料那样运行起来，具体有以下问题：

设置时间后，实际到达时间并且页面显示时间到达后，比赛并没有运行起来，倒计时显示还有八个多小时，应该是页面显示为东八区，而实际存储的是格林威治时间

更改时间时要求至少十分钟后开始，无法按照偏差来提前，同时如果选择使用Local时间提交时会卡死
