Propagate !test Comment Command to Other Configs Repositories

Following the success of the comment command in access-om3-configs, we want to roll out this functionality to users more generally across the *-configs repositories.

Update the CI in all *-configs repositories main branches. This can be cherry-picked to dev-* branches as well, but since it is on.issue_comment, it only fires from workflows in main.
