Initial testing release

This plugin should theoretically work, but I have no clue if it will.

Included below are versions for 1.14+ and legacy, along with a version of APDevTeam movecraft which supports this. In addition, a development version of eirik's fork is included below.

Please let us know if there are any problems! This is untested since I am completely unaware of how to deal with towny.
