Distro packages are built using docker and the process is coded in a GitHub workflow rather than in a Makefile. It's great to have the workflow as a reference on how to build packages for clean OS installation from source. However there are GitHub-specific environment variables there that need to be resolved when using it for building packages locally.

It would be helpful to document the process.
