Prepare API for Cart

This Epic will be used to track the next collection of issues as we prepare to implement custom downloads (cart) on the ScPCA portal.

The issues tracked in this epic will be connected through our goal of implementing a dataset model. This will include issues for implementing and collecting data around; versioning datasets, dataset state notifications, and replacing download configs with the new dataset model.
