[Quests issues]: Pickup Delay Augment cannot be inserted into Vacuum Module

Describe the issue

As described by the quest book, each Pickup Delay augment should slow the activation of the Vacuum module for 10 ticks when used in a Modular Router.

This is not possible, and has been rejected as an bug/improvement by the mod author in desht/ModularRouters#176.
