Add a AlmaLinux OS Foundation page

Right now the foundation doesn't have a good, concise page that talks about it and the purpose it serves. We need to build one, and then adjust the membership page to be complimentary to it.

General outline of the first version of the page should pull from the wiki and the members page, and should look something like this:
