Support setting terrain based on Ardupilot SRTM #16

The cesium terrain seems higher resolution than ardupilot's SRTM. Provide a way to select

Cesium default
SRTM1
SRTM3

I don't know how cesium support the VRT file, it's worth checking. Once this works, we can look at doing it offline.
