20190830 Implemented mapnik changes up to release 4.22.0

Custom mkgmap style and typ-file

This style renders routable Garmin Maps for Basecamp and Mapsource in the Openstreetmap Mapnik layout. The result is a map identical to https://www.openstreetmap.org The maps are tested with a Garmin Oregon 600.

Style and typ-file Jbm

Original a copy of mkgmap default style but modified to look identical as the mapnik layer on https://www.openstreetmap.org
