Degrade point progress while not capturing

Description: Degrade a team's progress on a point if they are not capturing it, not just when another team is capturing. Should also delete other teams' progress when the point is captured.

Purpose: You should have to hold a point continuously in order for your progress to count. Also, it seems weird for a team to stay at their current progress after a point has been captured.
