Changement de nom : mise à jour de nos bases et ajout dans l'historique
Fusions :
pour le nouveau socle :
- Mise à jour architecture dans la base pour avoir les attributs cog,main_cog, ismain
- Ajouter le support multi-district (PR en attente)

Communes en assemblage et mongoDB : Réfléchir à gestion entre postgres et mongo
