In TweakScale 1.47, engines have a chance to switch to their "hot" texture in the VAB/SPH when upscaling and downscaling them repeatedly: http://i.imgur.com/d6vgmPB.png

Most problems with repeated rescalings were fixed in 1.48. Care to retest this with an updated version?

I still run 0.25, but I'll give it a shot as soon as I update.
