Implement tags functionality for CCSync

This issue led to the introduction of a new Tags functionality in CCSync, thus it can be similarly implemented in TW3.0 part of the App.

How would you like to see it implemented?

1. Add tag functionality while adding a task (add-task endpoint update)
2. Modify tag functionality while editing a task (modify-task endpoint update)
