following up on the CTC measures alone initiative to create a solo GUI-free package with just the measures, we should get rid of CTC-paper.jar, which contains mostly the measures code, and rename CTC-related.jar into just CTC-foo.jar

the fusion code is already on its way outside this package

and, finally, the Mastodon code inside here should go into its own mastodon-ctc.jar!
