Review Lodestar's spec compliance on p2p

Problem description

In ACDC#147, clients agreed to hold off increasing GOSSIP_MAX_SIZE and MAX_CHUNK_SIZE during mid-fork in response to increasing gas limit to >40M gas. However such option is not completely off the table and is reserved as a backup option should we face this issue before Pectra.

In the meantime we should review if Lodestar is fully following the p2p spec especially around GOSSIP_MAX_SIZE and MAX_CHUNK_SIZE.
