Starting from Android-13, one can set app specific language from a centralized System setting. This is called Per-app language preferences.
Prior to that, every app must implement their own in-app setting to change language or let Android render the local language based on global language setting in Android. This means, users are constrained to choose only one language globally.
With per-app language, there can be a global system level language like English and users can choose & set specific language for individual apps.
