[FEB-4] Match the Add Buton, Implement the Filter bar, and move pagination to match the Figma

Please only re-factor the pagination feature, the add button, and implement a filter bar. There is currently a ticket working on search, so the search bar that comes out of that ticket should fit right in with your design.

3 Deliverables Expected:

1. Match the Add Button to the Figma
2. Implement the 'filter by' feature
3. Place the new add button and filter by feature above the grant list
4. Move the pagination below the grant list
5. Match the pagination to the Figma
6. DONEZO.
