📝 Description
Created a nav bar for the NEFAC website.
Briefly list the changes made to the code:

There is no functionality for the nav bar or any of the components . I wasn't able to link any pages since we don't have any pages yet. Additionally, I would like to do some work to properly format the svg files. For this ticket, I just downloaded svg files from the figma.
