Implementing a feature to handle no results when filtering by number of steps

Scenario:

No recipes have the specified number of steps

Given:
- I am on the recipe list page
When:
- I enter a specific number in the 'Filter by Number of Steps' field and hit enter
Then:
- I should see a message indicating no recipes have the specified number of steps
