BT-22 "Invoice note" is mandatory within BG-1 "INVOICE NOTE". CII-SR-030 is currently checking for maximum one occurence of ram:Content and does not fail on missing BT-22. Therefore, the rule (test and message) should be updated to check for exactly one ram:Content.
