Phoebus fails to close

If user specifies -resource without stating the URI, an error message is shown in the console as expected. However, when user closes Phoebus through the OS native close button (red dot on Mac OS, top right "X" button on Linux...) , all tabs are closed, but main UI (including toolbar) remains. Using application's Exit menu item will close the app.

Running Phoebus from IntelliJ will (at least on Mac OS) add another menu with a "Close" item, but this will not close the app.
