set up last-resort monitoring #4

cl2 went down and our set up did not quite manage to start up (almost, but not quite, see #3 ). I should have had a text and an e-mail within 5 minutes of hosted software becoming unresponsive. Or something of the sort. Need simple solution that won't take hours to implement.

Why did it go down? Or is this an "in theory"? http://supervisord.org/events.html

Also by the way we can set up text alerts for any of our servers so that if the server itself becomes unresponsive for 5 mins or more we get a text. This is free with our servers.
