Missing half of the mod

Describe the Bug

So im playing 1.20.1, Forge, almost 50 mods. I tried to make an encased fan and it doesnt exist. i went into creative and the only 2 Tabs are Create which contains Jetpacks and Liquid fuel from another create mod and then Create Decorative Blocks. Theres no Fans, no conveyers, no water wheels, NOTHING. i did have to blacklist an item from JEI, which was create:wand_of_symmetry, because for some reason my game crashes trying to load that in, but nothing else was blacklisted and even though its blacklisted, it should still exist in the creative menu, but it doesnt.

Reproduction Steps

1. Start Modpack
2. Enter Game
3. Check for literally anything related to Create

Expected Result

What do you mean, Expected result being required, its pretty clear from my description what is Supposed to happen.
