Practical support: When mode on, don't display budget bar or fulfillment page

• What are we trying to do?

Once the config is set up, begin implementing practical support mode with the following two items:

• Don't display the budget bar on the main dashboard

• Don't display the fulfillment tab, even if a pledge is submitted

• What feature or behavior is this required for?
  Implementing practical support only mode

• How could we solve this issue? (Not knowing is okay!)
  Add some conditionals to the views.

• Anything else?
