Calibrate ensemble sometimes failed to trigger simulates

During the eval the user experienced an issue where running an ensemble calibrate would correctly trigger and track the ensemble calibrate's progress. When this was finished it would not correctly trigger our simulates to run.

The users were working on individual workflows but at the time they had slow internet connection which could have been causing some async issues. I am not sure of the best way to reproduce this
