Create a permission to bypass food spoilage.

If a player has the "fs.bypass" permission then when they right click while holding expired food it won't turn into Spoiled Food and when food won't even get timestamped for them.

It should be noted that this behavior should not apply to players with the "fs.admin" permission or the "fs.default" permission.
