Add a new function to update values of a certain wflow map based on a vector layer

Enhancement Description

This function would take as entry a polygon vector layer with specific zones to update of an existing wflow map (eg Manning roughness) and then which value or scale factor to use.

Use case

This could be used for eg to implement NBS layers or adjust parameters when calibrating for certain subbasins.
