UpdateSettingsFragment: Migrate to Jetpack Compose (#586)

* Use `ViewModel` for data storage, handled by
  the `flow-preferences` library (https://github.com/tfcporciuncula/flow-preferences)
* Add drawables and update pref strings from app module
* Update fragment to use screen composable
* Add `coreLibraryDesugaring`
