Unable to Submit $0 Expense or Update Expense Amount to $10 in NewDot; Inconsistent Amount Sync Between OldDot and NewDot #56586

Action Performed:

  1. Create a $10 expense on a report
  2. In OldDot, change the amount to $0, this should change the report total to $0
  3. Refresh the page in OldDot or view the report in NewDot - the $10 expense should be reverted to $10 but the report total should incorrectly show as $0

Expected Result:

Users should be able to submit a $0 expense or change an expense amount to $10 in NewDot.
If an expense is changed to $0 in OldDot, the change should be reflected in NewDot and persist after reloading.
The report total should accurately reflect the correct expense amount in both OldDot and NewDot.

Actual Result:

It is not possible to submit a $0 expense or change an expense amount to $10 in NewDot.
An expense changed to $0 in OldDot appears successful but does not update in NewDot.
After reloading OldDot, the expense amount reverts to its previous value.
The report total incorrectly displays $0 in both OldDot and NewDot, even though a $10 expense exists.
