Expected Result:
Users should be able to submit a $0 expense or change an expense amount to $10 in NewDot.
If an expense is changed to $0 in OldDot, the change should be reflected in NewDot and persist after reloading.
The report total should accurately reflect the correct expense amount in both OldDot and NewDot.
Actual Result:
It is not possible to submit a $0 expense or change an expense amount to $10 in NewDot.
An expense changed to $0 in OldDot appears successful but does not update in NewDot.
After reloading OldDot, the expense amount reverts to its previous value.
The report total incorrectly displays $0 in both OldDot and NewDot, even though a $10 expense exists.
