Time Zone Not Restored #2104

Please answer the following:

FPP Version and Hardware:
FPP 8.4.2 running on BBB connected to K16A-B and OctoPlus

Describe the bug and Steps to reproduce:

I installed 8.4 as a fresh image.
I completed the install by defining passwords, expanding storage, and rebooting.
I connected to wireless network.
I restored each FPP from a backup of v7.x and rebooted. This was completed on 3 separate BBB.
I upgraded each BBB to 8.4.2
Time was synced, however time zone was GMT on call 3 BBB. I did not realize this until after upgrading to 8.4.2.

Expected behavior:
I would have expected the time zone to be restored from my backup as it did in previous versions.
