Limits my fps/refreshrate?

I noticed that whenever I opened my animated inventory with animatica it would always limit my fps and refresh rate to 200 (my monitor is 240) it also limits my fps even not on 240 hrz, I changed my refresh rate in windows settings to 165 and it limited it to 145, this is the only mod that causes this. I put v sync on in order to figure out what was casuing it and why my fps felt bad and it would always be 240 then once I opened my inventory it would be stuck at 200 until I restarted minecraft. if you have any alternatives that would also be apperciated?
