Local hotseat matches played using accounts should be ranked in a regional ladder.
The location would need to be precisely tracked using IP whois or asking for permission from browser. The map could be hexagonal based or using Google Maps.

This should encourage people to play "face to face" more and you could even meet good players from your areas in order to challenge them.
