Automatically add basic test for f2py modules

If possible, introduce esma_add_f2py_module() which invokes the existing add_f2py_module() and then creates a basic ctest that simply imports the module within a python session.

This is a test for the python environment as much as anything else, but it is at least a first step toward more pervasive testing.
