Fix insert measurement to remove missing measurement warning #1787

Causes: power_in_2 measurement for object xf_t5260627a is missing from the simulator output.

Todo:

update insert measurement script to remove current and power measurements on the secondary side of the center tap transformer
update the models in seto4 with the fix in it
create a new blazegraph docker image and upload it to the docker hub
document new changes in insert measurement on training docs. (https://gridappsd-training.readthedocs.io/en/latest/api_usage/3.3-Using-the-PowerGrid-Models-API.html#Adding-New-Models-to-GridAPPS-D)
