As a user who is following the submission guide instructions on fac.gov, I want to see the different sections of the guide so that I can review all steps and quickly navigate to the section that is relevant to me.

Our current audit submission guide uses a right hand navigation to the different sections of the guide:

We have learned from our users that this navigation is not visible on all screens. How can we design this guide so that the navigation is visible across different environments, and throughout the process? Is there a different way to show this information? Should it be "sticky" (follow the user down the page)?
