Add list of allowed/denied mobile software into the IT standards list

Security has provided 2 lists of mobile software, the list that is allowed for use on GSA mobile devices, and a list of mobile apps that are forbidden for use/download.

• Clean up data for import into GEAR's IT standards table
• Create new fields needed for the new mobile software (i.e. a field for operating system and a field for the app bundle, as well as zk tables for the M:M relationships)
• Verify that the approved mobile app titles are actually available in the iOS and Android app stores and that their titles are the same
• Validate the cleansed data with security team
• Validate the cleansed data with CTO team
• Create SQL queries for the import statement
• Add the new data fields to the IT standards API
• Add the new data fields to the front end
