It is becoming more commont to be buying Software as a service (SaaS) or now Infrastructure as a Service (IaaS) in government.

How can OPAT help support evaluation of SaaS & IaaS products? There may be multiple ACRs involved from several different vendors.

I would think we could address this as part of #94 but may be worth thinking through some specifics.
