Implement the following enhancements to the Access Past Certificates functionality:

Remove the table from Access Past Certificates Account Details when a user has one certificate. In this instance, utilize the key-value pair. If the user has more than one certificate, utilize a table.
Sort the Date Earned field by the Newest
