Scrolling the mouse wheel by one click selects the next item in the hotbar

The Reality

If I scroll my mouse wheel one click, most of the time it does not move the cursor in the hotbar at all. Usually I need to scroll multiple clicks for it to move and then it's difficult to get it where I want it to be.

This issue is not present with the Java 8 version. I've reproduced this in Temurin 21, Zulu 21, JDK 21 and JDK 17.

Your Proposal

It would be nice if this was investigated and fixed. I'm pretty comfortable providing logs or running and messing with some test code if others cannot reproduce it, though I'm not at all familiar with the dev environment so I may need some instructions.

I saw a few mentions of issues with discrete scrolling on discord, but it was a long time ago and the discussion seemed to go nowhere.

I use KDE Plasma 6.2.5 with Wayland.

I can replicate it by rotating my mouse wheel over one detent back and forth.
