Describe the bug

If I have Tuba open while closing the lid on my laptop, the main timeline will resume updating live in the app, but the notifications timeline will only ever show a badge for the amount of new notifications, but the timeline won't update until you restart the app.

Steps To Reproduce

  1. Start Tuba
  2. Put computer to sleep
  3. Receive notification
  4. Wake computer
  5. Observe Notification timeline behavior

Previously it would reload on network changes but after #1144, it was removed due to it becoming annoying on mobile devices & unstable connections etc.

On #1319 I made it so it refreshes the notification view if there are unread notifications.

but the timeline won't update until you restart the app.

Refreshing manually should work as expected.
