working_dir (root_path) validation for e.g. tilda

Elixir module File can not solve path with tilda ~, so path as ~/Downloads will inovle an error. Module which can handle special chars in path as tilda is Path. It could be fine to consider usage of Path for example expand to full path when we are handling path from cli.
