Tag all resources deployed via terraform

Of course, the automation should always work, but it has a habit of sometimes not working.

I'd like to just include a global tag when we deploy so that we can develop a "break-glass" script to completely wipe out all the tagged stuff if needed. Otherwise, you may end up like I have this morning and discovering and deleting resources one by one ;)
