Population-property statistics

As an addition to the property ports proposal, I have been thinking that in some cases you might want to access population statistics (say for normalising synaptic weights), and maybe some overall statistical properties of populations/projections. UncertML has syntax for this as well, so it should be fairly easy to specify in the way I have implemented RandomVariable distributions (see #82)
