In clarifying the structure of NineML 2.0 we propose the following definitions:

Primitive:
A primitive is a feature of the model which cannot be added by an extension. Examples of this are parameterisation, delays, all ComponentClass features, analog and event based data transfer between components.

NineML Core:
NineML Core should contain all Primitives in order to permit any extension to be created. NineML Core may include features which are not Primitives.

It was decided by the Committee that support for all Primitives takes precedence over considerations of easing simulator support.
