The PR #1433 added size computations for ToCBOR instances for types related to Shelley headers. They should be tested, as they are for the byron.

Note: chain generator is in Test.Shelley.Spec.Ledger.Generator.Trace.Chain, example usage is in Test.Shelley.Spec.Ledger.Rules.TestChain.
