[Bug]: Music playing when volume is set to 0 #753

Version of OpenTTD

0.60.2, Windows 11

Expected result

Music should not be playing.

Note: I think this is not really a problem related to JGRPP itself, rather a vanilla OpenTTD problem.
OpenTTD/OpenTTD#11822 and OpenTTD/OpenTTD#11836 might be related to this problem.

Actual result

(I have music volume set to 0 and sound volume set to max)

Using this setup causes the music to play.

Steps to reproduce

I can't reproduce this on Windows using 0.60.2.

Changing the base music to NoMusic will reliably prevent any in-game music from playing.
