Unexpected keyboard reports to system as supporting two languages #889

As shown in the following image:

It is the ui of switching keyboard on Android 15.
The first and second entries in the unexpected keyboard section are English and Japanese.

When switching to the Japanese one, I notice no difference to regular unexpected keyboard and it can't type Japanese too.

Is this expected behavior?
