Currently, when a CRD is not available in the cluster, related providers are not enabled during startup. The problem with this approach is that those CRDs might be installed in the cluster after the startup has concluded and hence providers reports would not reflect the accurate state of the cluster.
This issue aims to cover a research effort to figure out if it's possible to retroactively start those providers and include their reports in manager's reports.
