Describe the bug
Not really a bug besides that the default tooltip sometimes is partly covered by the cursor, which is a bit unhandy.

The KDGV uses the default WinForms tooltip for cells.
This needs to be replaced by the KryptonToolTip.

V100 ONLY
This can wait until all the other KDGV tickets have been handled and V85 & V95 are up-to-date as well.
